Generate: don't fail if no source data is available #127
Description
It just means there's no source data, not that a proxy shouldn't be generated.
(Now that graph URIs, predicates and other URIs are being added to the coreferencing table, this will happen a lot; rather than fail, we should generate a proxy, with sensible behaviour when no meaningful information is available)
