tests/ folder lives at the root of the repository

Since "tests/" folder doesn't contain tests that can be used as a library, there is no reason to distribute package psykorebase.tests. Moreover, tests may require dependencies that aren't required to run psykorebase command.

I really prefer tests to be part of the code of the project rather than in a separate directory.

First of all, at the moment, we don't have tests, so this discussion should happen later, i.e. when we have a pull-request that adds tests ;)

That said, here are my 2 cents for later:

• I like to separate libraries (psykorebase/tests/) and tests (tests/). We may have both of them.
• psykorebase/tests/ is good if we want to provide test utilities/libraries. Since psykorebase's purpose is not to provide a Python API but a shell command, I suppose we won't have many test utilities. But if we do, let's put them in psykorebase/tests. Notice that we can import psykorebase.tests from /tests/ ;)
• tests/ is good for stuff we don't want to distribute along with the psykorebase package. It helps keeping psykorebase distribution lightweight, i.e. as an user, I don't want to download (tons of) test fixtures just to install and run psykorebase
• as an user, I don't want to install test requirements (mock, ...) when I pip install psykorebase. Can be implemented using "extras_require" in setup.py (psykorebase/tests/) or using tox's requirements (tests/).
• as an user, I don't need to run tests on installed psykorebase. Continuous integration makes sure psykorebase is unit/functional/doc tested in all supported situations. If I need to check the installed product, I need healthchecks, not tests. If I need to add support for a new environment, then I want the development environment, i.e. github clone, not PyPI distribution.
