bflat build-noaot

bflat build is very slow. As someone who want to use only bflat for my C# development, I don't want to install .NET SDK to use its compiler. So I suggest bflat to add this feature. I have .NET runtime installed so I could run the compiled program just fine.

Update: It's something already possible with bflat build-il. I used to think that bflat build-il is only to build .dll files that are later be referenced by bflat build to create a complete native program. It turned out that I was wrong. My bad. Sorry everyone.
