Create a new BITMASK layer from MODIS SCF data

This is done to address #17 (ie, fix isolated days when MODIS SCF fall to zero)
From data exploration, we know such isolated zero days got created when the algorithm could not fully satisfy all the requirements, hence, the SCF was flipped to zero.

This new bitmask layer can be used in Julia function to again flip-back the isolated zero SCF values to some nominal value so that Julia Blender function can continue its optimization
