[Feature]: Add support for running commands within each project directory.

### The feature

It would be very handy to be able to run a command through each project directory. For example, in numerous plugin directories we may need to run "composer install" currently the steps are to do this one by one, with build-tools knowing all of these directories it would be useful to run arbitrary commands through the tool
