Plugin testing on the local plugin creation guide is out of date

Why are you updating / adding this documentation?
The way to test a local plugin is easier now with ops repo/env-level bitops configs that can override the base bitops.plugin and bitops.deployment keys.

Can probably also remove this

from the "3.2. Run your test" section
