Does CSSedit support custom CSS on a per-theme basis (different CSS when switching to another theme)? I see only one save, but would like to confirm. If not, any plans on this currently?

No, it does not support that.

I have added the option to export a stylesheet as a theme zip some time ago, but that is only shown when using the default theme, since there is currently no support for parent/child themes.

My plan was to wait for vanilla to implement that and then support "true" theme extensions using whatever system they come up with.

Adding seperate stylesheets and revision histories would actually be quite easy by just prefixing all saved files with the parent theme name.

Since 2.8 the default theme is no longer actually the default, so I may implement that soon.
I haven't done any testing on 2.8 though.
