Useful message to users of share links on VMs without running web servers

It is reasonable to use a share link to share a VM that does not have a web server running on it yet. We currently deliver an unhelpful "service unavailable" error. We could do better, just like we do when you visit a server you do not have access to. (E.g. we could have a way to contact the owner, or at least better inform the guest.)
