PR comments should retain information about merged PRs

When a branch is retargeted (updated via `gh stack submit`) because its parent was merged, there's no indication in the PR comment that it had any relation to its parent.

I'm unsure if this information is actually useful, and I'm unsure if I want to bend over backwards to display it.
