Allow a tournament creator to bump a tournament that is stalled by stale games

We need to give the tournament creator the ability to bump a tournament so that it advances to the next round if all remaining games are stale (> 14 days idle).

I'm splitting this issue off #1682 because this actually something that I would like to do without necessarily changing anything at the BMGame level.

My thought on resolving game winners is to always advance the player who last played a turn. This would be similar to tennis tournaments, where a player can be absolutely winning but injure themselves and then have to retire from the game.

If neither player ever played a turn, that will be effectively random (and presumably the next round game will stall out too).

I can't think of a better option for that case, though, so i think that's not an objection, just flagging it. [And we'll want to make sure the logic handles that case correctly.]

Separately: agree that this is effectively a totally separate issue from #1682.

I think we might also make the idle time changeable, defaulting to 14 days but theoretically as low as zero, which could be useful for testing.

We might even have a tournament creation parameter that specifies the minimum idle time, so that players joining the tournament know in advance if a tournament is supposed to be a 'fast' tournament and might be bumped regularly by the creator.

I'd personally vote for implementing some version of #251 before we add anything that lets anyone force someone else to forfeit. Or, if we don't want to do something that general, perhaps the act of forcing a forfeit could notify the player and give them a deadline to act before they're booted?
