Allow use of Markup in Tournament Descriptions

It would be nice to be able to include a markup style link to a forum post in the tournament description. This would also conserve the number of characters needed in the descripption.

The basic idea is easy enough to implement.

There are two main difficulties, both related to truncation (see also #3071):

• How do we support markup when we truncate a title on the overview screens?
• How do we truncate a long tournament title when auto-generating a tournament game title when there is markup in the tournament title?

The easiest way to support these would be to simply drop all markup when we do truncation. However, I'm not sure that this is entirely satisfactory for the second case.

Wouldn't an easy way to handle truncation just to put a tighter character limit on the Tournament Description field? (That doesn't help at all with the markdown idea, I know.)

Sure, you'll see I've already addressed that part in my commit here: blackshadowshade@a7f4460

I haven't had the free headspace to work on getting the responder tests to have the infrastructure necessary to support QUnit testing for tournament-related stuff though, which is what's holding up this work at the moment.

Just noting that I've implemented the changes to the QUnit testing framework to support testing tournament-related changes, and should have the specific unit tests in pretty soon.
