Request to update MicroCeph snap to Ceph 19.2.3 (dashboard enablement fix)

I noticed that the Ubuntu Ceph packages have been updated to 19.2.3, which includes a fix that enables the Ceph dashboard (LP: #2119024).

In particular, the new release should address the following issue which prevents usage of the Ceph dashboard (discourse thread):

Module 'dashboard' has failed: PyO3 modules compiled for CPython 3.8 or older may only be initialized once per interpreter process

The microceph snap is still based on 19.2.1:
