Help text should be pulled out of JavaScript

Currently, there is help text only for kidney failure and it is embedded in pricing.js. The method that loads help text should be enhanced to retrieve the help text for the procedure/diagnosis page the user was on. The help text should also be extracted from the JS file and stored in files or a database.
