Upon creation of a new task, popup an optional dropdown to assign the assignee

To improve the workflow it helps when the workflow to create a task would be (on click of add/assign task to fix this):
1. Have the dropdown to create a new task/assign to existing task
2. When create a new task is selected:
    \* create the new task
    \* show dropdown for assignee at mouse-cursor location
