Update the "Guidelines for Construction of CF Standard Names" #591
Description
The procedures for handling standard name proposals have have recently seen substantial changes, and possibly (?) there have been other changes to how standard names are constructed.
At least this initial sentence (just after the TOC) :
Please send requests and questions concerning standard names to the CF metadata mailing list.
should be updated to point to the Vocabulary repo and to create an issue.
Maybe some other updates would be helpful to guidel a prospective proposer ?
