Add probability estimates for SVC

LibSVM currently has probability estimates for linear SVC. Could this be implemented in Liblinear aswell?

Liblinear does support prob outputs though by a simpler setting. See explanation on p 21 (appendix L) of liblinear paper: https://www.csie.ntu.edu.tw/~cjlin/papers/liblinear.pdf
