bounding box concatenator as a part of SDK #289

New Feature Summary
We've been developing bounding box concatenator app (https://github.com/clamsproject/app-boundingbox-concatenation) to streamline TL/EAST-to-TR/OCR pipeline. However, with the recent discussion of "app patterns" and generalizing (and maybe templaiting) TR apps under predefined common behavior (clamsproject/app-role-filler-binder#4), now I think maybe bbox-concator can be included in a new image_document_helper module in the SDK.
