Can't enchant primitive tools

I'm unable to apply enchantments to primitive tools. If it's by design, is it possible to add a config option to allow them to be enchanted?

This is by design. They are crappy tools. Seems weird that you have an enchantment table before iron..

I currently have them as dungeon loot that can be enchanted.

So what if I change them so they can receive enchantments, For use as dungeon loot, but the player can't enchant them normally?
