cannot install tailwind-rs-cli caused by yanked version

seems that there is an issue with installing the cli.

It seems to depend on the yanked version 0.16.0 of tailwind-rs-core.

 cargo install tailwind-rs-cli

To reuse those artifacts with a future compilation, set the environment variable `CARGO_TARGET_DIR` to that path.
