[Tests] Consolidate test layout and CI discovery

Problem\nCI runs , but many files live at repository root and are skipped.\n\n## Scope\n- Move root-level tests into \n- Update imports/discovery config\n- Ensure CI executes full intended test set\n\n## Acceptance Criteria\n- No root-level files remain\n- CI command runs all project tests

Completed:

• Moved all tracked root-level files under
• Added pytest discovery settings in ()
• Updated CI test command to rely on configured discovery ()

Verification:

• Root now contains zero files.
• Local test execution was not run here because is not installed in this environment.
