Tickets/relvals with different SCRAM_ARCH reuse the same release #67
Description
When release is checked out and then reused, SCRAM ARCH is ignores.
Reproduce:
- Create ticket with scram arch X
- Generate relvals
- Create ticket with scram arch Y
- Generate relvals, release of X will be used
