Explain CACC PDF organization #10
Description
Add a bit of documentation as to how to organize the CACC monthly intake/outcome PDF files (and maybe the link https://www.chicago.gov/city/en/depts/cacc/supp_info/cacc_data_statistics.html) in the data folder? It's not immediately clear how to set the PDF files up before running the script.
