Add Transition Banner to Homepage #96
Description
On the homepage of the site, we should add a text banner under the header to inform users that we are undergoing a transition from Code for Chicago to Code312.
Specific wording TBD, but a placeholder could be:
"Code312 is the new home for Code for Chicago, a former Code for America brigade. While our site is under construction please join our Slack to stay up to date!"
