Add support for harvesting from older DDF systems

Older ddf systems 2.9.x and before have slightly different metadata, possibly no registry, and possibly a csw endpoint that works differently. This ticket is for adding support for for harvesting from versions 2.4.x up through 2.9.x (2.10.x to current is covered with existing functionality)
