For Mimir system, whether the camera is oriented dome down or up should be put in the config file #160

...and that should be read in and used to set a value that is ultimately available to joystick.Joystick so that the pan and tilt functions work correctly. Currently, this is just set as a constant in the joystick.py module itself: totally fine for now as the assumed orientation going forward is dome down.
