hyperstart: can't send commands over ~10Kb

Because the hyperstart protocol was a bit of a mystery, I've never tested what happens with large CTL messages (larger than the size of the receive buffer on the hypestart end).

This could backfire if the environment send with an exec command is very large (for instance). So we'll probably want to do something to support/test large CTL messages.
