crank and rrank options for CUR #5

@MattUnderscoreZhang

Description

@MattUnderscoreZhang

I may be misunderstanding the documentation, but in the CUR decomposition function I believe crank and rrank are supposed to indicate how many columns and rows to keep, respectively? Right now the code does not work this way. crank seems to have no effect, and rrank acts as the generalized rank k.
