DELETE changesets not processed properly #17
Description
Many types of DELETE change sets are not processed properly at the moment.
Anything that uses an internal ID based off of the counting incrementer won't work - I know this includes ConceptDomainBinding and ValueSetDefinition.
Associations had the bug - but that has been hack fixed for the moment.
See ExistChangeSetService line ~148.
The current code will end up throwing a null pointer during the delete.
