uv Cache Integration & Ruff Linting

Following enhancements suggested for the current gh-workflow :

• A better way to deal with gh-workflow ephemeral jobs, is to add cache system instead of installing the dependencies for each workflow iteration.

• uv also integrates seamlessly with Ruff, dev tool replacing both black linting and flake8 formatting.

hey missed this. let me check and update.

ruff definately looks like a good addition. i need to double check cache if it adds an benefit per se.
