Tenant API - changing storage contract CID -> force re-subscription

Description: If the storage contract CID changes for a tenant, then all SPs that are working with the tenant need to re-subscribe to the new CID.

Practically this means that the state of any SPs that are in pending, or active need to be changed to eligible so they can resubscribe.
