Create a set of tests for validating loc_table and indicator_table

Using the test that package add a set of tests to validate the loc_table and indicator_table.

At a minimum, this should check for duplicate values in key fields (location_id in loc_table and pairs of code_name and display_name in indicator_table). This would help with QA when changes are made to these
