Update location table and add health facility table #33
Description
We are incorporating a new location table from the spatial hierarchy ETL and adding a new health facility. The steps are:
- Change the file read in by the loc_table code in data-raw
- Create a data-raw script for the hf_table
- Change the db_utils function
make_human_readableto use the hf_table when the location_id is a health facility
