Find downsampling strategy for telemetry data

Prometheus doesn't offer downsampling by default, but there are some solutions to achieve it - with rules, with Thanos, etc.
In general the telemetry should be configured that it never drops data, but downsamples them. This ticket is to find the best strategy and implement it for Charon.
