Actor introspection API #26

Ideation. No specific solution or API has been proposed. Open for discussion - please provide suggestions.
Problem statement
For production grade systems it would be good to add API that allows actor introspection.
Consider features like
- list actors
- actor states
- event queue depths
Alternative solution
Build with monitoring subsystem (see #29)
Difficulties
Currently the supervisor has no access to actors, besides actor id's. Listing actors is not a problem, but receiving actor states and channel sizes would require interaction with the broker and actor controllers. Monitors wont help here.
