How does the E-mail Parameter Work

This is more of a feature request:

I read on https://www.deployhq.com/support/deployments/automatic-deployments/custom that the email parameter is:

email is the email address to be notified on completion

However on the project config page I also see this:

How do the project settings and the DEPLOYHQ_EMAIL parameter correlate? Does DEPLOYHQ_EMAIL overwrite those settings, or does it extend them?

Does this action respect the project settings, like "only report failures," when triggering a deployment?

We have approximately 80-100 deployments per month, with a 99.7+% success rate. Therefore getting an email from every deployment is a no-go.
