Implement required tags list per Nov 9 2011 meeting

There was a consensus that the AICG required-tags list should inherit from the Android Market list (minus categories that don't apply).

Therefore I propose the following tags:

Health & Fitness
Lifestyle

Music & Audio
News & Magazines
Photography
Productivity
Social
Sports
Transportation
Travel & Local
Weather

Does not apply list (note: this can be revisited later):
Books & Reference (subset of education)
Libraries & Demo (related to Tools)
Live Wallpaper (can't make it)
Medical (use Life & Fitness instead)
Personalization (can't make these)
Shopping
Tools (subcategory of Productivity)
Widgets

I looked in the code and it's my belief that for the live site, this is a DB operation rather than a code operation.
