`id` based URL redirection

Support to redirect to a configured URL based on an ID. This should be optional at `/register` time. Ties in nicely with issue #3 (bad `id` redirects to a default URL).

This gets us some tracking from sources that don't support tracking pixels (e.g. PDFs) when someone clicks a link in the file (akin to the visibility that a URL shortener provides)
