Reproduce

Reproduce: have some compose stacks (with restart: no) start stop them, keep docker desktop running and eventually the containers start up again without any interaction with Docker CLI or Desktop.

Expected behavior

I expect stopped containers not to start up again without me use the CLI or Docker Desktop play.
