Set up long haul test cluster

Set up a long hauil test cluster:

1. Constantly writes/reads - ensure no data is lost
2. Perform constant managment operations like add region, remove region; local HA, not local HA; scale up/down, backup/restiore, etc.

In particular we need to test updates.
