Limit of 1 is not respected by file based containers or UI based containers

Steps to Reproduce

See the screencapture video attached. Create a file based container with a limit of 1 in the container.vtl and create a UI based container with a limit of 1 contentlet allowed. Add both containers to a page using a custom layout and test adding up to three of the same content type configured to those containers.

Both types of containers allow and show 2 contentlets and a third contentlet replaces the first contentlet added.

Acceptance Criteria

For both UI based containers and file based containers the system should deny adding a contentlet above the max number of contentlets allowed in the container
