Why am I getting a missing workload error for a workload that is not required?

When I build my project, the ShowMissingWorkloads task is executed with:

Why is tizen even mentioned?

See #39507; it detects a MissingWorkloadPack and then recommends installing the smallest workload that includes the pack, even if it would be better to recommend updating some workload that has already been installed.

In fact, in the end, what was really missing was a dotnet workload restore.

Is there a manifest for the required workloads? Like global.json and dotnet-tools-json.
