Add feature OAuth token negotiation.

Users should be able to use jira-cli to get a token via some handshake mechanism. Then use the token for authentication.

Looks like jira-ruby has some of this logic figured out. After #40 is completed, we can hopefully leverage jira-ruby to implement this.
