add Windows backend

This issue is to track implementing zimalloc for Windows.

The following should be done in order to close this issue:

• add huge_alignment.zig implementation for windows (ideally without requiring libc)
• investigate whether more window-specific functions should be overridden in libzimalloc (a possible list is here)
• add windows as a target the CI tests are run on
