mDNS Self-tests and CI testing

# Description

After #127; Have CI runners for each environment (MacOS, Windows, and Linux) successfully perform self-tests with mDNS, where the local mDNS server *at least* responds, and also sees the level of QU/Unicast response types.

(For Linux, avahi-daemon needs to be installed and running)
