Update usage of @electron/rebuild #4141

Problem description
@electron/rebuild recently put out a new version to address a major security vulnerability. Electron Forge still pulls in the old version by way of @electron-forge/shared-types This leads to warning in npm output about said vulnerabilities.
Proposed solution
Update to @electron/rebuild v4+ in our dependencies.
Alternatives considered
#4134 might make this moot.
