Description
Problem
As discussed, an idea is to make parts of, or the whole of the panel, floating to be less obstructive.

A demonstration is how KDE Plasma's default panel floats, attaching back to the screen and becoming opaque when a window collides with it or is maximized, and returning to floating with blur/opacity when it can.
