Use Control+Shift+U as "Composer Key"

I would like to use the chord Control+Shift+U as the modifier key that activates WinCompose. Currently, if I try to customize it to that, it registers only Left Control.

This is necessary to support both Linux and Windows simultaneously when using the keyboard MoErgo Glove80 with the custom layout https://github.com/sunaku/glove80-keymaps

As someone who uses a Chromebook and the extension that allows changing the compose key google/extra-keyboards-for-chrome-os#149 has stopped working, I would appreciate this too. Technically, it'd just be Control + Shift though since the unicode compose characters all start with u.
