Feature request: Command line utility

Currently, netex-validator-java is a library which can be included in custom processing infrastructure, like ENTUR does with antu.

For first-time users like me, a standalone CLI utility that provides some limited functionality would be helpful.

Minimum functionalities of such a tool:

• accepting a local directory of NeTEx files to validate
• a config file for rule (de)activation
• generate structured report e.g. as json file.

Such a CLI could either become part of this project, or a standalone project like e.g. netex-validator-java-cli.

Thanks for the issue! I needed a netex validator cli myself, and made it before I saw this issue. Check out ./validate-netex.sh and tell me what you think. It still lacks rule (de)activation and json output. PR's are welcome :)
