Updates to data dictionary on platform

1. We should show the variable Category as a main column. When you open the dictionary a user should immediately see: Variable, Label. Category, Data Type. Essentially this would move Category from the drop down menu to the main table.

2. Symbols are not displaying properly in the drop-down menu- for example. for the variable Parous the comment currently reads as "Full-term is defined as � 24 weeks gestation".

@tahearn Do you have the original file for the data dictionary, possibly in Box? The github file we have is also displaying the symbols weirdly which is what we pull from

Is this correct syntax?
