missing sdist for 3.1.16 release

👋 looks like there is no pypi sdist for 3.1.16 release

It seems this was fixed on January 12, when an sdist was uplaoded: https://pypi.org/project/aenum/#files

It's a little suspect that a new file gets added to a release so much later—it's often a sign of a malware compromise. I checked by diffing the previous wheel with the new sdist and found nothing suspect: https://gist.github.com/adamchainz/635d36fbf1fcb2a95e247e1a87b3eebe
